I've looked up both the band in question and Feargal Sharkey on Wikipedia and it doesn't appear to be him in the picture.

That is definitely not Feargal Sharkey (and The Undertones) - I can see the resemblance tho' (nice haircut!)

I have googled to find a clue and google doesn't know much about this band either.
They are called Ned.

now this is an easy one - the motley crew are Motley Crue

The previous band is actually Ned's Atomic Dustbin, an english grebo rock group. And under this name, it comes up in search engines.
