South Africa has done much to transform its libraries and information services with work being done to ensure that libraries are accessible to all communities, Arts and Culture Minister Nathi Mthethwa said on Friday.
“We have done much to transform the library and information services of our country, and we are also intensifying our work so that there are libraries accessible to all communities at local level and through encouraging a culture of reading and writing,†said the Minister.
The Minister was addressing the World Library and Information Congress pre-conference meeting of African Ministers of Culture on the role of libraries in the post 2015 development agenda.
He said that a conditional grant ensures that new community libraries continue to be built every year and others upgraded and new material purchased.
The Minister said that the continent needs to build a continental information society of informed people, where libraries flourish and where the culture of reading is a way of life.
“We are meeting here because libraries do make a difference in our daily lives as nations, states, people of the African continent and the world,†he told the meeting in Cape Town.
Minister Mthethwa urged the continent to tell its own stories.
“We need to tell our own stories. We need to ensure that our voices, our narratives, our ideas have equal power, and assert ownership of this knowledge,†he explained.
Additionally, there is a need to use libraries as spaces where information conveyed through new technologies can help to revolutionise and transform people’s lives.
Various gatherings have sought to address the status of libraries and their role in providing access to information on the African continent. These include the African Public Library Summits of 2011 and 2013.
“As African countries we need to create an enabling environment to enable African libraries and librarians to fulfil their role as agents of change and societal development as envisaged in the United Nations Post-2015 Development Agenda,†he said.
The Agenda recognises that poverty eradication is an essential requirement for sustainable development and emphasises access to equitable education and lifelong learning opportunities for all.
He further added that libraries can play a role in providing universal access to information and knowledge. This further strengthens democracy.
“We recognise the critical role of access to information and information technology in helping to eradicate poverty, promoting human rights, and enabling sustainable development by bridging the gap between national policies and implementation at local level.
“We will do all we can therefore to help to resource the African library agenda,†said Minister Mthethwa. – SAnews.gov.za

Learners encouraged to persevere at school |

Minister of Planning, Performance, Monitoring and Evaluation, Jeff Radebe, has encouraged learners in Pretoria to work hard in school in spite of the challenges they face.
“Education will give you the opportunity to be better than your parents, so your responsibility is to persevere… so that you can become better citizens and leaders of tomorrow,†Minister Radebe said.
On Friday, he visited Eersterust Secondary and Prosperitas High School, in Eersterust, to listen to challenges that the learners and educators were faced with.
Educators at schools said the community of Eersterust is struggling with drug abuse, substance abuse, gangsterism and unemployment.
Minister Radebe appealed to learners to not internalise their negative surroundings but to concentrate on the positive side of life.
“Let your dreams of a brighter future inspire you. You need to aspire to be someone in life, you must aspire to become teachers, nurses, doctors, scientists, astrologists. The sky is the limit in South Africa,†he said.
Minister Radebe said even though the learners were faced with difficulties they should never lose hope because education is the future.
He encouraged learners to aspire to be entrepreneurs so they could be in business and plough back to their communities.
Principal of Eersterust Secondary, William Louw, said his school experiences break-ins regularly and the gangsters in the area are preying on the learners as they steal their cellphones.
“Drug abuse is rife, many of our learners are using drugs,†Louw said.
Eersterust Secondary High School teacher Lettie Nkosi asked government to assist with improving the school building as it had cracks on the wall.
Prosperitas High School Principal Rafael Griffiths said learners vandalised the school premises, arrived late at school and were lazy to work.
Last week, computers were stolen from Prosperitas High School.
Minister Radebe assured both schools that he had listened to the concerns they had raised and he would be speaking to Basic Education Minister Angie Motshekga about the challenges the schools faced.
“I am also going to talk to the Minister of Police and the security cluster that all those people who peddle drugs and destroy our children... the law must take its course…they do not belong to this community, they belong in jail,†he said. – SAnews.gov.za

Deputy President Cyril Ramaphosa says the Department of Home Affairs has briefed him about the latest developments around the immigration regulations.
The Deputy President said this when fielding questions from Members of Parliament at the National Assembly on Wednesday.
“Yes, I have been briefed. As President Jacob Zuma indicated … government has established an Inter-Ministerial Committee to examine and remedy any potential unintended consequences resulting from the implementation of the immigration regulations.
“The Immigration Act and its regulations are aimed at striking a balance between the need to protect our sovereignty and national security, to advance the national development agenda and to honour our international obligations,†he said.
President Zuma announced on Tuesday that the Deputy President would chair a newly-established Inter-Ministerial Committee on immigration regulations. He was briefing the media at the Union Buildings to update on government’s progress since his State of the Nation Address.
The Committee has been tasked with assessing concerns raised over the amended visa regulations, which, amongst others, require South Africans or foreigners travelling with minors to carry an unabridged birth certificate when entering or leaving the country through ports of entry.
The immigrations, which came into effect in June, were introduced to safeguard the country’s sovereignty and national security, especially concerns around child trafficking.
The Deputy President said as a country, South Africa cannot compromise its sovereignty or security while at the same time, economic and social effects of any measures that government adopts cannot be ignored.
“The Inter-Ministerial Committee therefore needs to examine all available evidence on the impact of the introduction of these new regulations and take steps to mitigate any negative consequences.
“It should be noted that alongside the implementation of the new regulations, government is introducing several measures to improve the efficiency, security and accessibility of our immigration processes.â€
He said the Minister of Home Affairs will soon provide further information on the matter.
Government is aware of all the concerns that have been raised over the introduction of the new regulations, he said.
“The process being led by the Inter-Ministerial Committee aims to address these and any other related concerns in a methodical, rational and balanced manner.â€
SA, China to promote industrialisation, create jobs
Responding to a question about the outcomes of his recent official visit to the People’s Republic of China, the Deputy President said the economic powerhouse had committed to cooperate on industrialisation and improving South Africa’s economic capacity and its ability to create jobs.
China is reportedly South Africa’s largest trading partner.
“China has agreed and committed to share its experience and expertise on special economic zones. It has agreed to encourage its companies to invest in South Africa's special economic zones and science and technology parks.
“China has also agreed to share its experience and assist South Africa in expediting the implementation of our ocean economy programme. An important area of cooperation is in the development of the skills needed for South Africa's economic growth and development,†he said. – SAnews.gov.za
