It is actually called the Ballad of the Northern Suburbs.
For a CD version of this Gallo released a CD (CDRED 608) in 1997. The song in question is actually known as the Ballad of the Northern Suburbs and I believe it may also have been known as "The Northern Side of Town" If it is South African then Rock digest will have it somewhere, you just have to search meticulously but you will find it in the end. http://www.sarockdigest.com/archives/issue_84.html

The original was also released by Gallo on 7" Gall8590 or Gallotone PD7-8590 with "The lift girls lament" as the B side. Quite a few of these are available on the internet for sale...
