If your PC no 2 uses a similar chipset, it is possible by positioning them close together, to pull out the power supply connection from the motherboard of the known good pc, stretch it across and plug it into the suspect pc's MB. This will confirm (or not) your diagnosis.
Voltage rails can fail at various points; but I am not convinced that your problem lies with the power supply.
I suspect a M/B /HD or possibly even a graphics card problem. It is also worth pulling the IDE hard drive cable as occasionally the bios check will auto shut down the pc if a fault is reported on the H/D.
As you have ordered a replacement power supply, I will keep my fingers crossed that this is where the fault lies. Do you not have any warranty support left?
