Alsatian (adj) is used to describe something or someone derived from the region of Alsace, which is located in France on the French-German border. However it was a hotly-contested area between France and Germany, and belonged to Germany up until the end of the WW1. It still has strong German influence today.

Alsatian when referring to German Shepherd dogs is a term commonly used in the UK and Commonwealth countries, and like dudette mentioned it was adopted by breeders after WW1 when there were many anti-German sentiments after the war and they feared the decline of the popularity of the dog, and named them Alsatian Shepherd dogs.
